Haryana on Monday recorded a voter turnout of 65.75 per cent in the assembly polls, a sharp drop from the 2014 elections. A 100 per cent urban Assembly seat, Haryana's millennium city Gurugram recorded a poor turnout of just 51.20 per cent, as per last reports from the State Election Commission. Neighbouring constituencies in Gurugram district - Badshahpur (45 per cent), Sohna (59 per cent) and Pataudi (50 per cent) also didn't fare too well. This despite 2.08 lakh new voters in the four constituencies with Gurugram alone adding 65,141 voters.



Haryana Election Result Date 2019: The results of the Haryana Assembly election are likely to be declared on Thursday (24 October), as the Election Commission is scheduled to take up the counting of votes. On Monday, polling concluded in 90 Assembly constituencies in the state. As many as 1,169 candidates, including 105 women, of various political outfits, are contesting the election.

The BJP, led by Khattar has set a target of winning 75 seats, while the Congress is hoping to make a comeback following a change in guard in the state. Currently, the BJP has 48 members in the state Assembly.

On polling day, as many as 19,578 polling stations were set, including 13,837 in rural areas, Chief Electoral Officer, Haryana, Anurag Agarwal had said. Tight security arrangements were made and over 75,000 security personnel were mobilised for the polls, DGP Manoj Yadava was quoted by PTI as saying.

The results for the Maharashta Assembly election are set to be declared on October 24.



The Election Commission will commence the counting of the votes at 8 am on Thursday, while the LIVE coverage of the Maharashtra Assembly election at IndiaToday.in will start at 6 am.

The voters have sealed the fate of Maharashtra in EVM machines and the next chief minister will be unveiled when the Election Commission begins counting at 8 am.

The single-phase voting to 288-member Maharashtra assembly was held on October 21.

This year the voter turnout in Maharashtra slumped a little as compared to that in 2014 Assembly election. The final voter turnout for Maharashtra Assembly election stood at 60.46 per cent, which was 3 per cent down than the figures of 63.13 per cent of 2014.

The Congress-NCP alliance in Maharashtra is facing a direct fight with the Bharatiya Janata Party- Shiv Sena alliance. While almost all the exit polls, including India Today-My Axis India Exit poll, predicted a landslide victory for Bharatiya Janata Party-Shiv Sena alliance in Maharashtra, yet the state looks forward to who their ruler will be for the next five years.

The BJP may see its continuing winning streak as a huge endorsement of big decisions like ending special status to Jammu and Kashmir under Article 370, which was the central theme in PM Modi's rallies in both states.

The result of the by-elections, held on October 7, of six Assembly constituencies in Gujarat, will be announced tomorrow. Following the polls for four by-elections in North Gujarat, including Kheralu, Radhanpur, Tharad Kannidai Lakia and Byd, the by-elections for the Amaraiwadi and Lunawada seats, counting of votes will be conducted tomorrow between tight security and a vibrant atmosphere. Voting for assembly elections in Maharashtra and Haryana across 378 constituencies concluded at 6 pm on Monday, following which TV channels aired exit polls after the EC mandated half an hour gap.

Polling across 288 assembly seats in Maharashtra took place in a single phase election, where approximately 55% voters turned up to cast their vote till 6pm, according to data provided by ECI’s Voter Turnout app.





Exit polls are predictions based on responses of the people who have cast their votes. Assuming that the voters have correctly revealed their choice, pollsters predict the results much before the actual counting of votes.

Devendra Fadnavis to lead BJP in Maharashtra

Devendra Fadnavis is leading BJP in Maharshtra and has been declared as the chief minister face for the state by the party.

While addressing an election campaign in the state, Prime Minister Narendra Modi had said “Narendra in Delhi and Devendra in Maharashtra is a superhit formula”.

Four separate exit polls estimated that the BJP-Shiv Sena alliance would return to power in the 288-member Maharashtra assembly, with two of them giving more than 200 seats to the ruling combine. On the other hand, pollsters have predicted an emphatic victory for the incumbent BJP government in Haryana, with three exit polls predicting that the saffron party will win over 70 seats.

The India Toda- Axis My Poll is predicting the closest contest in Maharashtra. According to the prediction, BJP-Shiv sena will win 166-184 seats. Congress-NCP are predicted to win 72-90 seats while other parties like VBA and AIMIM are expected to win 22-34 seats.

With polling concluding in all seats of Haryana and Maharashtra assemblies, results of various exit polls have started trickling in and most pollsters have predicted that the saffron party's winning run will continue in Maharashtra and Haryana. An average of most exit polls shows that the BJP and Shiv Sena combine will win 213 seats in the 288-seat Maharashtra Assembly, while the Congress and NCP combine will take 61. Other smaller outfits and independents are projected to win 61 seats.

News18-IPSOS predicts dull show by the maha-agadhi alliance, led by the Congress and the Sharad Pawar's NCP. According to the survey, the NCP-Congress alliance is likely to bag merely 41 seats, with the Congress winning 17 and NCP taking away 22 seats. Two seats have been bagged by other alliance partners, according to the IPSOS survey.

3. Nitin Gadkari: Before taking oath as Cabinet Minister, in second term of NDA government, he was holding Ministry for Road Transport & Highways, Shipping and Water Resources, River Development & Ganga Rejuvenation.

4. Nirmala Sitharaman: Nirmala Sitharaman has included in Modi Cabinet 2.0. She was serving as the Minister of Defence of India since 2017 and has served as Member of the Rajya Sabha, upper house of the Indian Parliament, since 2016.

5. Smriti Irani: Smriti Zubin Irani took oath of office to become part of the Modi Cabinet 2.0 at the Rashtrapati Bhavan. In her last term, she joined cabinet as HRD Minister but later she was moved to Ministry of Textiles.

6. S Jaishankar: Former foreign Secretary S Jaishankar took oath of office as a minister in Prime Minister Narendra Modi’s cabinet. Jaishankar has been ambassador to key countries like the US and China. An Indian Foreign Service (IFS) officer of the 1977 batch.

7. Ravi Shankar Prasad: Ravi Shankar Prasad took oath as Cabinet minister in Modi government's second term. He defeated Shatrughan Sinha from the Patna Sahib constituency in Bihar.

8. D.V. Sadananda Gowda: Former Karnataka chief minister, DV Sadananda Gowda, has secured his position in the second term of the Narendra Modi-led NDA cabinet. He won the Lok Sabha elections from the high-profile Bangalore-North seat.

9. Harsimrat Kaur Badal: Harsimrat Kaur Badal of Shiromani Akali Dal (SAD) took oath as a Union cabinet minister at the Rashtrapati Bhavan. She is three-time parliamentarian from Bathinda in Punjab.

10. Mahendra Nath Pandey: Mahendra Nath, who served as a Union minister of state (MoS) in the Ministry of HRD between 2016 and 2017, took oath as a cabinet minister.

11. Arvind Sawant: Arvind Sawant of Shiv Sena took oath of office and secrecy as a Union minister.

12. Pralhad Joshi: Pralhad Joshi, who was also BJP Karnataka president, took oath as Cabinet Minister at Rashtrapati Bhavan. Pralhad Joshi won the Dharwad Lok Sabha seat by a margin of 2,05,072 votes, defeating Congress's Vinay Kulkarni.

13. Piyush Goyal: Former union railway and coal minister, was sworn into Prime Minister Narendra Modi's new council of ministers. Piyush Goyal presented budget on 1 February 2019 as the finance minister.

14. Prakash Javadekar: He is a prominent BJP leader, who served as the Union Minister of Human Resource Development (HRD) in last NDA term, also took oath as Cabinet Minister. Javadekar also served as the Minister of State for Information and Broadcasting for a short period.

The poll of polls indicates that the BJP may lose some seats in Uttar Pradesh but would gain seats in West Bengal and Odisha. The poll gave the party 26 out of 42 seats in West Bengal. Odisha Chief Minister Naveen Patnaik's Biju Janata Dal (BJD) will be neck and neck with the BJP, the poll of polls says. In Uttar Pradesh, the party may get 49 seats, much less than its tally of 71 in 2014, the exit polls say. The big question is, can the BJP pull yet another sweeping Lok Sabha polls victory?

In another development, a day after the Opposition parties approached the Election Commission regarding verification of VVPATs, the poll watchdog met today and rejected their demand. 22 Opposition leaders had drawn attention to reports of what they called suspicious EVM movements thereby demanding verification of VVPAT slips before the counting of votes and not later. In this year's Lok Sabha election 2019, around 90 crore people are eligible to vote this time. The number is an increase of about 9 crore compared to last time. It is estimated that about 13 crore voters this time will be first-time voters. The actual number of people who do vote, however, is far less. Even though 2014 saw the highest turnout ever in independent India's history at 66.4 per cent, it meant a huge 27.3 crore people did not vote.

All the BJP and Congress candidates, except five, who are in the fray for the 26 Lok Sabha seats in Gujarat, are'crorepatis', revealed the affidavits submitted by them with their nomination papers.

Four of the five candidates, whose total assets are less than one crore rupees, belong to the tribal community.

Some of the richest candidates from these two major parties include Congress's Mehsana nominee, Ambalal Patel, who has declared assets worth Rs 69.9 crore.

Three candidates of the Congress and two BJP nominees have declared assets less than Rs one crore.

Mansukh Vasava, the sitting BJP MP from Bharuch, who is seeking his re-election for the sixth time, has declared assets worth Rs 68.35 lakh.

Congress candidate Sherkhan Pathan, who is pitted against Vasava, has declared assets of Rs 33.4 lakh.

Naresh Maheshwari, the Congress candidate from Kutch, has declared total assets of Rs 38.13 lakh.

Scores of IT (information technology)  professionals, working in Pune’s Hinjewadi IT park, are in a fix over how to exercise their right to vote.

Many employers are violating the legal provision and have denied employees a paid holiday on election day. As a result the Forum of IT Employees (FITE) has approached Nikhil Walke, labour commissioner Pune, to intervene in the matter.

In a memorandum submitted to Walke on April 5, FITE stated that many IT companies are not allowing employees to take paid leave and exercise their constitutional right. FITE demanded that companies should take the decision to close operations on the day of election and immediately issue circular regarding the same.

FITE also stated that as per section 135 B of the Representation of the People Act, every person employed in any business, trade, industrial undertaking or any other establishment is entitled to vote at an election to the house of the people or the legislative assembly of the state and no wages should be deducted of any such person for granting this holiday. If any employer contravenes the provisions given in this section then such employer shall be punishable with fine.

FITE has also submitted a list of IT companies in Pune who are denying employees paid leave. Pavanjith Mane, president, FITE Maharashtra said, “We have received a lot of complaints from IT employees in the past four days and hence, we have written to the labour commissioner.”

Maoists are opposed to the electoral process and have in the past attacked people who voted. The use of indelible ink makes it easy to identify people who turned up at the polling booths to exercise their franchise.

Concerned about possible reprisals by Maoist rebels against voters in the November assembly polls, the Chhattisgarh election office has asked the Election Commission of India (ECI) to consider relaxing a rule requiring the use of indelible ink in areas where the rebels are active.

The semi-permanent ink is applied to the forefinger of electors to prevent them from voting more than once under rules mandated by the ECI . The stain lasts several days before starting to fade.

The polling station team

Polling Stations are open from 7.00 a.m. until 10.00 p.m. On Election Day staff are required to arrive at the Polling Station at 6.15 a.m. to set up the equipment. Staff are not permitted to leave the premises during Polling Hours in order to maintain the secrecy of the vote.

The role of the polling station staff is to ensure that voters are able to cast their vote in secret, free from influence and in a calm atmosphere.

The Presiding Officer

Presiding Officers are responsible for the conduct of the ballot in the polling stations and

they must have a good knowledge of the voting procedures.

Before Election Day:

• Where applicable, attend training sessions and briefings provided by the Electoral

• Make contact with Poll Clerk(s) to check travel arrangements to and from polling

station.

• Collect the Ballot Box and contents before the Poll and keep secure.

• Erect polling booths. This involves some lifting.

• Organise the layout of the polling station taking all voter needs into account.

• Be aware of access issues at the polling station.

• Be responsible for health and safety at the polling station for all staff and visitors.

• Ensure the polling station is opened on time.

• Ensure that all signs and instructions are clear, visible and remain in place.

• Keep the polling station neat and tidy. 

• Instruct and supervise the work of the Poll Clerk(s)

• Account for, and be responsible for, all ballot papers, issued and un-issued.

• Check and mark electors’ electoral numbers in the register of electors and on the

corresponding numbers lists.

• Issue ballot papers to voters

• Ensure that voters cast their votes in secret and put them into the (correct) ballot box.

• Provide assistance to voters where appropriate

• Receive postal votes delivered by hand.

• Manage the attendance of those entitled to be present in the polling station, eg

Although the job description of a Presiding Officer’s duty is a long one, here are main duties in a nutshell:

1. The Electronic Voting Machine (EVM) is a reliable system for conduct of elections in which one
person has to be elected out of many candidates.

2. EVM consists mainly of two units – (a) Control Unit (CU) and (b) Balloting Unit (BU) with cable
for connecting it with the Control Unit. A Balloting Unit caters upto 16 candidates. Four Balloting
Units linked together catering in all to 64 candidates can be used with one Control Unit.

3. EVM uses a modern microcomputer and other Large Scale Integration (LSI) chips. It operates on a
special Power pack. It is tamper-proof, error-free and easy to operate. It is easily portable. The
polling information once recorded is retained in its memory even when the Power pack is
removed.

4. The machine, which is according to the design approved by the Election Commission of India, is
manufactured by Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited. It
is the end product of considerable experience and extensive trials in Indian Elections under the
guidance of the Election Commission of India.

5. This chapter aims at introducing the machine and familiarising the electoral officials with its
functioning.

OPENING OF CARRYING CASES

6. The Balloting Units and Control Units are supplied in separate carrying cases. A carrying case can
be opened by pressing the latches simultaneously, on both sides of the handle, as shown in
Fig. 1.
7. Remove the Units from the carrying cases carefully by using both hands.

BALLOTING UNIT

9. The Balloting Unit is that unit of the machine which the voter operates to exercise his / her
franchise.
10. It consists of a rectangular box. The box, which is as shown in Fig. 3, has -
a. Interconnecting Cable,
b. Ready Lamp,
c. Slide Switch Window,
d. Sixteen Candidates’ Buttons,
e. Sixteen Candidates’ Lamps and
f. Provision for insertion of Ballot Paper containing the SI. Nos, Names and Election Symbols of
contesting candidates under a transparent (polycarbonate) sheet (Ballot Paper Screen).

12. The ‘Ready Lamp’ is on the top left side of the Balloting Unit. This lamp glows GREEN when the
‘Ballot Button’ on the Control Unit is pressed by the Presiding Officer to enable the voter to record
his vote. It goes off when the voter has recorded his vote.

13. The Slide Switch Window is on the top right side. The Slide Switch inside the Balloting Unit can
be operated to reveal through the window the figures 1, 2, 3 or 4. When only one Balloting Unit
is to be used, the switch is operated to show the figure ‘1’ through the window. If a second
Balloting Unit is used, the switch in that Unit is operated to show the figure ‘2’ through the
window of that Unit, and so on.

14. The voter records his vote by pressing the Candidate’s button against the name and symbol of the
Candidate of his choice. When the Button is pressed, the Lamp (Candidate’s Lamp) on the left
side of that Button glows RED and the voter’s choice is recorded.

15. The Balloting Unit has a provision for inserting on its top face the Ballot Paper in which the
SI. Nos., names and symbols of the contesting candidates are printed. A transparent polycarbonate sheet (Ballot Paper Screen) protects the Ballot paper.

16. The top cover of the Balloting Unit is opened by pressing simultaneously, towards the right, the

Voter verifiable paper audit trail (VVPAT) or verifiable paper record (VPR) is a method of providing feedback to voters using a ballotless voting system. A VVPAT is intended as an independent verification system for voting machines designed to allow voters to verify that their vote was cast correctly, to detect possible election fraud or malfunction, and to provide a means to audit the stored electronic results. It contains the name of the candidate (for whom vote has been cast) and symbol of the party/individual candidate.

The VVPAT offers some fundamental differences as a paper, rather than electronic recording medium when storing votes. A paper VVPAT is readable by the human eye and voters can directly interpret their vote. Computer memory requires a device and software which potentially is proprietary. Insecure voting machine[ records could potentially be changed quickly without detection by the voting machine itself. It would be more difficult for voting machines to corrupt records without human intervention. Corrupt or malfunctioning voting machines might store votes other than as intended by the voter unnoticed. A VVPAT allows voters the possibility to verify that their votes are cast as intended and can serve as an additional barrier to changing or destroying votes.
