Mohandas Karamchand Gandhi  2 October 1869 – 30 January 1948) was an Indian activist who was the leader of the Indian independence movement against British colonial rule.Employing nonviolent civil disobedience, Gandhi led India to independence and inspired movements for civil rights and freedom across the world. The honorific Mahātmā (Sanskrit: "high-souled", "venerable")was applied to him first in 1914 in South Africa – is now used worldwide. In India, he was also called Bapu, a term that he preferred(Gujarati: endearment for father,and Gandhi ji, and is known as the Father of the Nation.

Born and raised in a Hindu merchant caste family in coastal Gujarat, India, and trained in law at the Inner Temple, London, Gandhi first employed nonviolent civil disobedience as an expatriate lawyer in South Africa, in the resident Indian community's struggle for civil rights. After his return to India in 1915, he set about organising peasants, farmers, and urban labourers to protest against excessive land-tax and discrimination. Assuming leadership of the Indian National Congress in 1921, Gandhi led nationwide campaigns for various social causes and for achieving Swaraj or self-rule.

Gandhi led Indians in challenging the British-imposed salt tax with the 400 km (250 mi) Dandi Salt March in 1930, and later in calling for the British to Quit India in 1942. He lived modestly in a self-sufficient residential community and wore the traditional Indian dhoti and shawl, woven with yarn hand-spun on a charkha. Vidhva Sahay and Talim Yojana

The Indian Government has come up with its various schemes for women, specially focusing on their empowerment. The Women & Child Development Department of Gujarat implemented a social security scheme for widowed and destitute women with children living in the state. The main objective of the scheme is to not only support their economic condition but also empower such women by financially assisting them. In this article, we look about the scheme in detail.

Benefits under Vidhva Sahay and Talim Yojana

This initiative of Gujarat to make women self-reliant has the following benefits.

Under Vidhva Sahay and Talim Yojana, a margin money of Rs. 3000/- is given to help them to be independent and empower living.
The applicant is offered a monetary assistance of Rs.500 through post office every month.
In addition, Rs.80 (per child) is provided for two children of the applicant through post office every month.


Eligibility Criteria

To benefit under this scheme, the applicant should satisfy the following conditions.


The applicant should be a resident of Gujarat.

The age of the applicant should be between 18 and 60 to take advantage of this scheme.
The women applying should be a widow and a destitute.
The applicant should belong to the economically weaker section.
The applicant who has remarried is not eligible to avail this scheme.
Assistance is provided only for two children for an application

The following documents are to be attached along with the application form.

  • Residence Proof (Domicile certificate of Gujarat)

How To Sealing EVM CU BU  and VVPAT : Sealing Process of EVM and VVPAT


1. The Electronic Voting Machine (EVM) is a reliable system for conduct of elections in which one
person has to be elected out of many candidates.

2. EVM consists mainly of two units – (a) Control Unit (CU) and (b) Balloting Unit (BU) with cable
for connecting it with the Control Unit. A Balloting Unit caters upto 16 candidates. Four Balloting
Units linked together catering in all to 64 candidates can be used with one Control Unit.

3. EVM uses a modern microcomputer and other Large Scale Integration (LSI) chips. It operates on a
special Power pack. It is tamper-proof, error-free and easy to operate. It is easily portable. The
polling information once recorded is retained in its memory even when the Power pack is
removed.

4. The machine, which is according to the design approved by the Election Commission of India, is
manufactured by Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited. It
is the end product of considerable experience and extensive trials in Indian Elections under the
guidance of the Election Commission of India.

5. This chapter aims at introducing the machine and familiarising the electoral officials with its
functioning.

OPENING OF CARRYING CASES

6. The Balloting Units and Control Units are supplied in separate carrying cases. A carrying case can
be opened by pressing the latches simultaneously, on both sides of the handle, as shown in
Fig. 1.
7. Remove the Units from the carrying cases carefully by using both hands.

BALLOTING UNIT

9. The Balloting Unit is that unit of the machine which the voter operates to exercise his / her
franchise.
10. It consists of a rectangular box. The box, which is as shown in Fig. 3, has -
a. Interconnecting Cable,
b. Ready Lamp,
c. Slide Switch Window,
d. Sixteen Candidates’ Buttons,
e. Sixteen Candidates’ Lamps and
f. Provision for insertion of Ballot Paper containing the SI. Nos, Names and Election Symbols of
contesting candidates under a transparent (polycarbonate) sheet (Ballot Paper Screen).

12. The ‘Ready Lamp’ is on the top left side of the Balloting Unit. This lamp glows GREEN when the
‘Ballot Button’ on the Control Unit is pressed by the Presiding Officer to enable the voter to record
his vote. It goes off when the voter has recorded his vote.

13. The Slide Switch Window is on the top right side. The Slide Switch inside the Balloting Unit can
be operated to reveal through the window the figures 1, 2, 3 or 4. When only one Balloting Unit
is to be used, the switch is operated to show the figure ‘1’ through the window. If a second
Balloting Unit is used, the switch in that Unit is operated to show the figure ‘2’ through the
window of that Unit, and so on.

14. The voter records his vote by pressing the Candidate’s button against the name and symbol of the
Candidate of his choice. When the Button is pressed, the Lamp (Candidate’s Lamp) on the left
side of that Button glows RED and the voter’s choice is recorded.

15. The Balloting Unit has a provision for inserting on its top face the Ballot Paper in which the
SI. Nos., names and symbols of the contesting candidates are printed. A transparent polycarbonate sheet (Ballot Paper Screen) protects the Ballot paper.

16. The top cover of the Balloting Unit is opened by pressing simultaneously, towards the right, the
latches at the top and bottom of the right edge of the Unit. The inside of the Unit is as in Fig. 5.

Voter verifiable paper audit trail (VVPAT) or verifiable paper record (VPR) is a method of providing feedback to voters using a ballotless voting system. A VVPAT is intended as an independent verification system for voting machines designed to allow voters to verify that their vote was cast correctly, to detect possible election fraud or malfunction, and to provide a means to audit the stored electronic results. It contains the name of the candidate (for whom vote has been cast) and symbol of the party/individual candidate.

The VVPAT offers some fundamental differences as a paper, rather than electronic recording medium when storing votes. A paper VVPAT is readable by the human eye and voters can directly interpret their vote. Computer memory requires a device and software which potentially is proprietary. Insecure voting machine[ records could potentially be changed quickly without detection by the voting machine itself. It would be more difficult for voting machines to corrupt records without human intervention. Corrupt or malfunctioning voting machines might store votes other than as intended by the voter unnoticed. A VVPAT allows voters the possibility to verify that their votes are cast as intended and can serve as an additional barrier to changing or destroying votes.

The Railway Recruitment Board (RRB) has released the Information Brochure for RRB NTPC 2019 CEN 01/2019 today. The application form for RRB Non-Technical Popular Categories (NTPC) will be released on March 01, 2019 at 04:00 PM. The last date to submit the RRB NTPC Application Form is March 31, 2019. The Stage 1 CBT is scheduled to be held between July to September 2019.

The RRB NTPC Application Form 2019 will be released at all the zonal websites of the RRBs. Candidates can only fill and submit the form in online mode. The recruitment notification has been released to fill 35277 number of vacancies, out of which, there are 10628 vacancies for Under Graduate Posts and 24649 for Graduate Posts.

To be a part of the recruitment process, it is mandatory for the candidates to fill the application form. Candidates are first required to meet the eligibility and then proceed to fill the RRB NTPC application form 2019.

RRB ALP Scorecard : The railway recruitment board (RRB) has released the scorecards for ALP 2nd computer based test (CBT) on its official websites. Provisional Score and Question Paper with Responses & Final Keys (ALP & Technicians Posts) have been uploaded on the RRB Websites. The exam was conducted on January 21, 22, 23 and February 8, 2019.

Candidates who appeared in this CBT were given an opportunity to view their question papers, responses and answer keys and to raise objections if any from February 18 to 20. Candidates can view the results only till March 25, 12 midnight as the link will not be available after that.

“After scrutiny of the objections raised by the candidates, the answer keys for all the questions of Part A and Part B have been finalised and the responses of the candidates in the 2nd Stage CBT have been evaluated,” the official notice reads.

The right to vote is the heart of every democracy. The true power lies with the people of every democracy who ultimately decide the destiny of the country by choosing the representatives who run the Government. India is one of the largest democratic countries in the world in terms of number of voters. In a country so populous, different states have varied concerns and ideas. Hence, voting becomes a medium of expression for people. Given the number of elections that comes and goes by in India and also the rising population, one cannot deny the fact that there have been a few instances of malpractices like vote rigging. To make the process of voting smooth and to ensure that every eligible citizen gets a chance to vote, the Government of India came up with the Voter ID cards in 1993. Now, Voter ID cards have been shaped to EPIC - Electoral Photo Identity Cards.

Applying for a new EPIC in Gujarat can be done online. Also, the Chief Electoral Officer of Gujarat has a dedicated website that allows voters to apply for a change of information on the Voter ID and to delete their names from the electoral list. After the introduction of online facilities for modification of information in Voter ID and application for a Voter ID in Gujarat, the whole process of handling a Voter ID has become less time consuming and simple.

The state’s Chief Electoral Officer has once again postponed the publishing of final electoral rolls for the upcoming Lok Sabha elections after “glitches” were reported while migrating from state government’s ERMS (Electoral Roll Management System) software to a centralised ERONet system. The final rolls will now be made public on January 31.

“The system is new and so is having glitches. So we have delayed it a bit. We will be publishing the electoral rolls in ERONet on January 31,” said Dr S Murali Krishna, Chief Electoral Officer (CEO), Gujarat about the new software which the Election Commission of India launched a year ago. Earlier, the final electoral rolls were slated to be published on January 4, then it was postponed to January 17.

ERMS remained in force till the state Assembly elections in December 2017 when over 4.25 crore voters in the state exercised their franchise. These numbers are expected to go up when the final electoral rolls for the upcoming polls are published next week. “ERMS was an application that was developed by the state government and it was based on Oracle. We have now changed the platform. Since the last 10-12 years we have been using the ERMS, which was a state government system for updating electoral rolls. All data of voters used to be stored in the state on local servers till 2017. In the year, 2018, the Election Commission of India decided to shutdown all the ERMS and made a central system called ERONet. Now the database of the entire country including that of Gujarat is stored at CDAC (Centre for Development of Advanced Computing) in Pune,” Murali Krishna said.

Applying for a Voter ID has become an easy and hassle free process in Gujarat with the web portal offered by the Chief Electoral Officer of Gujarat. Candidates can log on to the website to add their names to the electoral roll by filling an online form.


Read the steps given below to apply for a Voter ID online in Gujarat:


  • Visit the website of Chief Electoral Officer of Gujarat. Select “Online Voter Registration” option that is available in the homepage.
  • As no person is entitled to be registered in the electoral roll of more than one constituency, you must check if your name is in the electoral roll before making a fresh application.
  • If you select the option to check if your name is present in the electoral roll, you will have to give information like your district name, name, father or husband’s name and age.
  • If your name is not present in the electoral list, you must make a fresh application. Initially, you will have to register in the portal by providing your name, email id, phone number, address and pincode.

For citizens who hold a Voter ID and wish to make changes in details printed in Voter ID card, Gujarat Chief Electoral Officer’s website offers an online feature to apply for correction.

Read the steps given below to apply for changes in particulars mentioned in your Voter ID card:

Go to the website of Chief Electoral Officer of Gujarat. In home page, select “Online Voter Registration”.

Log in using your credentials. If you are using this feature for this first time, register using your name, address, email id and phone number.

In the resulting page, select “From 8 for Voter Detail Modification”. You will have to enter your Voter ID card number to proceed. If you are not sure about your Voter ID card number, you can use the search option to find out your Voter ID Card number.

Form 8 which is designed by the election commission of India for changing the details about a voter will be displayed on the screen. You will have to enter information like your name, date of birth, address and other details about your family members whose name have been included in the electoral roll.

Specify the information that you wish to change and also attach the supporting documents. For example, if you wish to change the photograph, attach your photo and also a photo identity proof.

Once you submit the form, you will receive a PDF. You will have to take a printout of the PDF and send it through post to the nearest Election Commission Office.

In case a minor mismatch between PAN and Aadhaar, a One Time Password (OTP) is sent to the registered mobile number with Aadhaar. In a case where the name in Aadhaar is completely different from the name in PAN database, the linkage may fail. The PAN card holder is then required to change their name either in Aadhaar or in PAN database or visit personally to a designated PAN application centre of NSDL e-Gov or UTIITSL for biometric Aadhaar authentication.


How to Link PAN Card to Aadhaar Card Online through e-Filing Website

People can get their PAN and Aadhar linked online by following the steps mentioned below:

  • Step 1. Visit the Income Tax e-Filing website to link your PAN and Aadhaar.
  • Step 2. Enter your PAN and Aadhaar number in the form.
  • Step 3. Enter your name as mentioned in your Aadhaar card.
  • Step 4. In case only your birth year is mentioned on your Aadhaar card, you have to tick the square.
  • Step 5. Now enter the captcha code mentioned in the image for verification
  • Step 6. Click on the “Link Aadhaar” button.
  • Step 7. A pop-up message will appear that your Aadhaar will be successfully linked with your PAN.


Visually challenged users can request for an OTP that will be sent to the registered mobile number instead of the captcha code.

How to Link Aadhaar with PAN by Sending a SMS


In order to link your Aadhar to PAN, follow these steps:

You have to type a message in the format.
UIDPAN<12 Digit Aadhaar> <10 Digit PAN>
Send the message to either 567678 or 56161 from your registered mobile number
If your Aadhaar number is 987654321012 and your PAN is ABCDE1234F, you have to type UIDPAN 987654321012 ABCDE1234F and send the message to either 567678 or 56161

Correction Facility for Linking your PAN with Aadhar Card
It is worth noting that PAN and Aadhar linking is successful only when all your details in both the documents match. In case there are errors such as spelling mistakes in your name, your PAN will not be linked with Aadhaar. You can make changes through UIDAI’s website or on the portal of NSDL PAN. In case there are errors, you can get it corrected by following these steps:

The user can correct his PAN details using the NSDL website.

The NSDL link redirects to the page where you can apply for the correction of your name.
Submit signed digital documents to get your PAN details updated.
Once your details are corrected in your PAN and confirmed by NSDL over a mail, you can link your PAN with Aadhaar.
The UIDAI method is relatively simpler. Here’s how you can do it through UIDAI’s website:
Visit the UIDAI webpage by clicking https://ssup.uidai.gov.in/web/guest/update and enter your Aadhaar and security code.
An OTP will be sent to your registered mobile number.
In case you have to change the spelling of your name, only OTP is required.
In case you have to modify other details such as gender and date of birth, you have to send the supporting documents for updation.
Once approved, the user can link his PAN card with Aadhaar.

Q1. How to link Aadhaar with PAN?
If your Aadhaar number isn’t yet linked with PAN then every time you login on e-filing portal you, you shall be shown a popup message asking you to link Aadhaar with PAN. Use the link given in the pop-up window to link the Aadhaar with PAN.

Alternatively, you can also follow the below steps to link Aadhaar with PAN:

1. Login to e-filing portal 

2. Go to ‘Profile Settings’ and click on ‘Link Aadhaar’

3. Enter your ‘Aadhaar number’, ‘Name as per Aadhaar’ and click on ‘Link Aadhaar’. In case you Aadhaar Card is carrying just year of birth then you have to check on the option on ‘I have only year of birth in Aadhaar Card’

4. You are also required to give consent to validate Aadhaar details with UIDAI in order to complete process of linking.

5. If the details as per PAN and Aadhaar are same, the linking shall be done automatically.

Q2. What are the different modes to link Aadhaar with PAN?
It is mandatory to link Aadhaar number with PAN to file income tax return. Government has prescribed following modes to link Aadhaar number with PAN:

a) SMS:  
Send SMS to 567678 or 56161 from your registered mobile number in the following format:

UIDPAN<SPACE><12 Digit Aadhaar Number><SPACE><10 Digit PAN>
For E.g., UIDPAN 123456789000 EPOPE1234E

b) Online: 
By visiting the website of the PAN Service providers (i.e., www.tin-nsdl.com or www.utiitsl.com). Click on the button ‘Link Aadhaar to PAN’ which will direct you to the income-tax website.
By visiting directly the e-filing website (i.e., www.incometaxindiaefiling.gov.in).
c) Paper mode: 
File one page Form along with minimal fee with the designated PAN centre. Copies of PAN card, Aadhaar card are to be furnished.

Q3. How can I link my Aadhaar number with PAN if there is minor mismatch in my name appearing in Aadhaar and PAN?
Earlier, Income-tax Dept. was allowing linking of Aadhaar Number with PAN if there was minor mismatch in the name appearing in PAN compared to the name appearing in Aadhaar Card. Identity of taxpayers were verified by sending One Time Password (OTP) to mobile number registered with UIDAI. 

However, with effect from 01-12-2017 UIDAI has discontinued the practice of verifying the user’s identity with OTP. Therefore, Aadhaar number cannot be linked with PAN if there is any mismatch in the name entry in the records of Aadhaar and PAN. Taxpayers are required to rectify either of the documents, PAN or Aadhaar, so as to complete the process of linking these two records.

Q4. Why am I not able to link my Aadhaar with PAN, though my name as per Aadhaar and PAN is same?
There are certain reasons due to which a taxpayer might not be able to link his Aadhaar number with his PAN. Some of the reasons are:

a) Phone number of taxpayer is not updated in Aadhaar database: 
Taxpayers cannot link their Aadhaar number with PAN if their phone number is not updated in the Aadhaar database. In this case taxpayers are required to visit the Aadhaar Facilitating Center to update their phone number in Aadhaar database.

b) Gender Mismatch: 
In case of gender mismatch, taxpayers won’t be able to link Aadhaar with PAN. In this case, taxpayers are required to change the gender either in Aadhaar database or in PAN database.

c) Date of birth: 
Aadhaar won’t be linked to PAN in case there is mismatch in date of birth of the taxpayer. However, taxpayers whose Aadhaar Card contains only the Year of Birth and it matches with the PAN records, linking of these two documents would not be difficult.

Q5. Whether my PAN will be treated as invalid if I do not link my Aadhaar number with PAN?

As per proviso to Sec 139AA(2), in case assesse fails to intimate the Aadhaar Number, the PAN allotted to the person shall be treated as invalid and the other provisions of this Act shall apply, as if the person had not been allotted PAN. 

However, in case of Binoy Viswam v. Union of India [2017] 82 taxmann.com 211 the Supreme Court has partially stayed the operation of Proviso to Section 139AA(2). It held that if the assesse does not hold the Aadhaar number then PAN should not be considered invalid. However, if assesse is holding Aadhaar number he must intimate it to the Department.

Your PAN will be treated as invalid if you do not link it with Aadhaar number as the Apex Court has given relief in those cases where taxpayers did not possess Aadhaar number. 
Q6. I do not have Aadhaar number. Whether my PAN will be treated as invalid if I do not link my PAN with Aadhaar number? 

As per proviso to Sec 139AA(2), in case assesse fails to intimate the Aadhaar Number, the PAN allotted to the person shall be treated as invalid and the other provisions of this Act shall apply, as if the person had not been allotted PAN.

Q7. What is the last date to link Aadhaar with PAN?

As per provisions of Section 139AA(2) every person who has been allotted PAN as on July 1, 2017, who is eligible to obtain Aadhaar, shall intimate his Aadhaar number to the department on or before a date to be notified by the Govt. The Govt. has notified June 30, 2018 as the last date for linking of Aadhaar with PAN.

Q8. I cannot get my Aadhaar number by the end of due date of filing Income-tax Return. How can I file ITR without linking Aadhaar with PAN?

E-filing website doesn’t allow filing of ITR without linking Aadhaar number with PAN. However, recently, the Kerala and Gujarat High Courts in the cases of Prasanth Sugathan v. UOI [2017] 84 taxmann.com 73 (Kerala) and Bandish Saurabh Soparkar v. UOI [2017] 87 taxmann.com 48 (Gujarat) respectively allowed taxpayers to file their returns manually without furnishing the Aadhaar number or enrollment ID of Aadhaar application form. The Courts held that taxpayers who do not have Aadhaar have to be allowed to file their returns before department in hard copy for relevant year as an interim measure. However, it would not be obligatory for department to process such returns and Dept. may demand the Aadhaar number from the taxpayers while processing such returns.

Therefore, it is suggested that you should file the ITR manually by visiting jurisdictional income-tax office by relying on the above judgement. A covering letter should also be attached with the ITR mentioning that the taxpayer has opted to file the return manually relying on the aforesaid High Court Cases. You are also required to mention the reason why Aadhaar number couldn’t be obtained before the end of due date of filing of ITR.

However, you are required to link their Aadhaar number with PAN as and when available so as to enable income-tax dept. to process their ITRs filed.
